Add legal{} target type and config.install.legal variable
This allows separation of legal files (LICENSE, AUTHORS, etc) from other
documentation. For example:
./: ... doc{README} legal{LICENSE}
$ b install ... config.install.legal=/usr/share/licenses/hello/
